"This is by far the weakest scent i have ever tried in cold process soap. I used 3 oz in a 42 oz mold that everyone has from Temu. Usually I use 2 oz in that amount. I can hardly even smell it. So disappointed. However it didn't rice nor accelerate."

Can this be use to make a perfume?
You can find the max safe usage under Category 4 of the IFRA doc available on the product page This FO lists 100%, so there aren't any safe usage restrictions for perfumes. Always test in your recipe for performance and compatibility.
