Would these work for a 2.5" diameter little over .5" thick single shower steamer?: This bag would fit your shower steamer.
My bars of soap are 2.25" wide by 3.5" long and 1" deep. Will they fit in this bag with enough room to fold the top of the bag to seal it?: We are not able to determine whether or not your soaps will fit this bag without having a sample to test. That being said, based on the measurements you provided I do not feel that these bags are the right size for your soaps.
Would you be able to use these for a dry face mask base?: These bags are greaseproof but not entirely waterproof. If the mask is mixed in the bag it may leak a little or get saturated. You could include instructions not to mix in the bag if you want to use these just for the dry ingredients.
Would you be able to use these for a dry face mask base?: Maybe. If you are direct shipping or making as a gift, I think they would work well. If you are wanting something for a retail situation where they may be handled a lot, I'd use something more secure/sturdy. The material these are made from is similar to waxed paper, if that helps.
Is this bag equipped with a closure or do you have to use wire or ribbon to close?: Our Glassine Bags do not have any type of closure. They are a similar design to a plain paper bag. Some ideas could be to fold and tape it, or use wire or ribbon to close the bag.
