I have been using these with my bath bombs for years with not one complaint of rashes or discomfort. She had not issues with the bath bombs without the bath oil pearls. Are these bath oil bead hypoallergenic?: Because there are no federal standards or definitions that govern the term "hypoallergenic," we do not apply this term to our products or descriptions. Given that the ingredients in the pearls are meant for bath water, they are formulated to be very easy on the skin. It sounds like she may have a problem with one of the specific ingredients (these can be found under the Directions & Ingredients tab).
Will these dissolve in water like the bath oil beads from the 90s?: Yes, these will dissolve in warm water.
Are these good for milk baths? If possible how many do you recommend be used in an 11oz bottle or any milk bath container?: You would need to test with your product but we do not see a reason why you couldn't use with a milk bath. The amount you use would be your preference.
