Measure desired amount of base and place in container with pour spout. Add fragrance at 1%. Stir gently but completely to incorporate fragrance. Pour into bottles. Cap and label as desired.

Can you use fragrance oils that you use in candles or do you have to use strictly essential oils: Any Fragrance oil or essential oil that you use, You will need to refer to the IFA guidelines to see if the FO or EO can be used in pet products.
